When you reboot your server, or you have too many connections on the server.

The Terminal Services start to give you this errors on the Application Event Viewer:

There is a HotFix for this error in the KB 905700
And yes, the hotfix works :)

The error 0×1391 usually means that the machine doesn´t have a direct connection to the microsoft computers. By direct I mean direct really. if you have a transparent proxy or NAT it may cause a failure on the registration process.

To fix this, change your connection settings on terminal services licensing to browser connection, and complete the register in the browser, the process has more details to fill up, but it is easy, be sure to have your contract number or license agreement.
